In Congress, efforts to pass legislation to control oil-related pollution issues met with stiff resistance from oil-producing states. Secretary of Commerce Herbert Hoover in the Coolidge administration proposed curbing oil discharges from shore plants as properly as from ships, which resulted in the Oil Pollution Act of 1924.
